Why does my agent charge more than this?

Agents convert at their own rate rather than the mid-market rate, and pocket the difference. A spread of one to three percent is normal; much more than that is worth noticing on a large haul.

What rate is this?

The mid-market rate — the midpoint between buy and sell that you see quoted as "the" exchange rate. No bank, card or agent gives you exactly this, which is precisely why it is the right benchmark.

Will my bank charge me on top?

Usually yes, as a foreign transaction fee, and again as a card-network conversion if you pay in a currency your card does not hold. Paying in the agent's billing currency rather than letting the page convert for you is generally cheaper.
